Statement of Commitment to Members

OnPoint has joined other credit unions across the nation in a movement called "Project Differentiation". The goal is to share with our members and others in the community OnPoint's commitment to the cooperative philosophy and democratic principles which are the foundation of credit unions. The following is the OnPoint Community Credit Union Statement of Commitment to Members.


Statement of Commitment to Members


As a member-owned, nonprofit financial cooperative, OnPoint is committed to our members. OnPoint will uphold our fundamental responsibility to actively serve people within our field of membership, and as appropriate, the communities in which they live. OnPoint will treat all members with respect and dignity, and we will offer member value to our membership at all times. OnPoint will deliver a range of products and services suited to the diverse economic and social make-up of our members and potential members. OnPoint will look for the best ways to reach out to the unserved or underserved in our field of membership. And we will continually, in all facets of operations, demonstrate the value of membership in OnPoint.

OnPoint will monitor and communicate our service to members in a meaningful way so that members, potential members, legislators, regulators, and the community at large will understand and appreciate the unique role that member-owned financial cooperatives play in their lives. Throughout OnPoint's strategic plan, we will put forth every effort to enable our members to become financially self-sufficient and successful. We place high importance on consumer education and the teaching of financial thrift.

This Statement of Commitment to Members is consistent with our credit union principles of "Not for Profit, Not for Charity, but for Service" and our philosophy of "People Helping People". This statement represents good business practices that ensure the financial strength of our credit union on behalf of our members.

Our Mission

The purpose of OnPoint is to promote the financial well being of our members by being the preferred provider of consumer products and services and to ensure the safety and soundness of our credit union.

Section 1: Service to Members

OnPoint strives to offer services designed to improve the economic and social well being of all members from all socio-economic backgrounds, including our low- and moderate-income members, and return financial value to all those who participate in our member-owned financial cooperative.

Information

Information about financial services options gives eligible OnPoint members the power to improve their economic and social well-being. Ensuring that all eligible members are aware of the real value of OnPoint membership is a top priority. Information is communicated through branch merchandising, direct mail campaigns, web site information, statement inserts and messages and advertising.

Membership Opportunity

Membership in OnPoint Community Credit Union is open to everyone who lives or works in Benton, Clackamas, Columbia, Lane, Linn, Marion, Multnomah, Polk, Washington, and Yamhill counties in Oregon and Clark and Skamania counties in Washington. Membership is also open to family members of current OnPoint Community Credit Union members.

Choice

To encourage financial responsibility, OnPoint’s various products allow our membership to focus on saving and building for the future.

  • Interest Checking and Basic Checking offer our membership attractive checking products to meet their financial needs.
  • Certificate of Deposit and Market Rate Savings offer tiered rates to encourage and reward saving. 
  • Rates and fees are carefully priced to protect the safety and soundness of the credit union while providing superior value to the member. They frequently save our membership money over the same services at banks.
  • Homeownership is an important step toward financial security. "Just for Starters™," "Homeroom™," and other mortgage and equity loan products are available to members of all economic levels.
  • Payday Advantage Loans offer members a safe, smart alternative to traditional payday lenders.
  • OnPoint utilizes demographic information of our membership so that we can develop products and services based on their specific needs and desires.


Access

Our goal is convenience – without regard to technological or geographical limitations – enabling members to easily access the products and services available to them.

  • OnPoint branches are located in the following areas: Lloyd Center, Beaverton, 205 Place, Oak Grove, McMinnville, Gresham, Kruse Meadows, Orenco Station and Clackamas Corner.
  • Our Loan Servicing Office in Eugene provides support to members and Credit Union Direct Lending (CUDL) dealerships that offer OnPoint auto loan financing right at the dealership.
  • Investing in the technology to image documents allows OnPoint staff to access important member information more quickly and accurately than ever before.  
  • Our extended Member Services hours enable members to speak to a member service specialist in our Call Center at more personally convenient times.
  • Account access through Telephone Teller and Online Banking is available 24 hours a day, seven days a week and is free to every member.
  • Loan applications and credit decisions within minutes are available 24 hours a day, seven days a week at (1.877.464.7828).
  • Our web site provides members with current rates and fees, account information, financial planning calculators, ATM locator, account maintenance forms and applications for products or services, Bill Payment and free Online Banking.


Partnership

Making our members’ money count is the reason behind affiliating with strategic partners.

  • Partnering with Credit Union Direct Lending makes financing an auto loan through OnPoint available to members at participating dealerships throughout Oregon and Washington.
  • Applying for a loan is just a phone call away - 24 hours a day, seven days a week - thanks to our partnership with Digital Insight.


Support

OnPoint provides additional opportunities and access to important resources.

  • Educational opportunities are available in the form of seminars that address issues such as home ownership, debt management, budgeting, understanding credit, and estate planning.
  • Home & Family Finance Resource Center, provided by Credit Union National Association (CUNA), is an online resource center with financial planning tools, articles on the advantages of credit unions, help for members to make the most of their money and credit, and reminders of the difference between credit unions and banks. Articles are updated frequently and article archives are available. Archive topics include: Consumer Self-Defense, Money Savvy, Technology, Savings and Investments and Retirement.
  • OnPoint provides ongoing monetary support to Portland Housing Center, a private, nonprofit organization serving over 700 home buyers each year. Our contributions support Home Purchase Partners, a program for first-time home buyers that offers education, counseling and financial services. OnPoint has provided $40,000 over the past five years.



Section II: Member Education

OnPoint is committed to member and consumer financial education; in addition we are committed to educating members and consumers alike about credit union uniqueness, philosophy, and values.

Seminars

  • First Time Home Buying: Presented by OnPoint. Topics include education on OnPoint home loan products, education and counseling assistance from Portland Housing Center, advice from home inspectors, free credit report and the opportunity to speak one-on-one with a OnPoint real estate loan officer.
  • Estate Planning: Presented jointly by OnPoint and Dean Sandow, from the Portland law offices of Farleigh Witt. Topics include the features and benefits of living trusts, wills, trusts, probate and estate tax planning.
  • Money Management & Budgeting Strategies: Presented jointly by OnPoint and Financial Education Specialists, LLC. Topics include developing a spending plan, methods of spending control, compulsive and impulsive buying, money and emotions, where does your money goes, and ten basic rules for effective money management.
  • Reducing Debt & Living Prosperously: Presented jointly by OnPoint and Financial Education Specialists, LLC. Topics include: how to pay off debts 60% to 90% faster, the secret to saving money, to minimize debt and pay it off faster, and why people spend and ways to control overspending.


Publications

  • Home & Family Finance – Online magazine published by CUNA is a convenient source of information available through OnPoint’s web site.
  • Annual Report – Report with a letter to our membership from the President/CEO and the Board Chair, financial statements, list of OnPoint officials, products offered, branch locations and field of membership.
  • Each new member receives a series of direct mail communications over the course of one year welcoming them to the credit union and informing them of other products and services available at OnPoint.
  • In-branch brochures inform members of products and services offered.
  • Web site offers information on products and services, current promotions, current rates and fees, and financial planning calculators.
  • Members receive frequent direct mailings informing them of special rates, new products and promotional offers.


Employee Training

OnPoint’s employees are the most valuable sources of information for our membership.
  • OnPoint's Training & Development department offers classes, facilitates individual self-study programs, and what we call "Meetings in a Box". These meetings help staff understand the features of our products and services so that they are able to explain their benefits to our members.
  • Information is also shared with employees through an Intranet system and The InCider, a bi-monthly employee newsletter.
  • Employees have the flexibility of completing a variety of training courses online through Bankers Training Consultant Company (BTCC).



Relationships with Other Organizations to Provide Information to Our Members

There are many organizations with which OnPoint partners to bring information to our members. Our partnerships with these organizations are examples of the cooperative nature of credit unions.
  • Portland Housing Center provides education and counseling assistance for our home buying seminars.
  • Financial Education Specialists, LLC provides excellent speakers for our money management seminars.
  • Digital Insight's Lending Division provides members with the ability to apply for a loan 24 hours a day, 7 days a week and receive a loan decision in minutes over the phone and at www.onpointcu.com.
  • CU Direct Corporation allows members to obtain OnPoint auto loan financing at participating dealerships throughout the Northwest.
  • Members can take advantage of OnPoint's Investment Services, available through CUSO Financial Services, L.P. (CFS), our broker dealer, and get more value for their funds by rolling them over, all in one convenient place.


Annual Meeting

A great way to learn about the credit union movement is to attend the OnPoint Annual Meeting. Members are informed of the credit union's financial performance and learn about new and/or improved products and services from the President/CEO and the Board Chair. Members partake in the democratic structure of credit unions by casting their one vote for the board candidates of their choice.

Section III: Involvement/Governance

OnPoint will endeavor to preserve credit union democratic principles, including demographic representation and volunteer participation in credit union activities.

One member – one vote

All members are invited to attend the Annual Meeting. At the meeting, members have the opportunity to learn about items of credit union business and review the management and operations of the credit union. Members partake in the democratic structure of credit unions by casting their one vote for the candidates of their choice to fill open positions on the OnPoint Board of Directors.

Volunteers

Board of Directors: The OnPoint Board of Directors is comprised of volunteer members who represent the membership. Each Director is elected to a three-year term. The Board of Directors provides governance for the credit union, while OnPoint management implements the strategies. All members have the opportunity to apply for nomination to the OnPoint Board of Directors. An ideal Board of Directors candidate should possess the following qualifications:
  • A desire to learn about credit unions and help guide OnPoint.
  • A commitment to devote the necessary time and effort to this unpaid, volunteer position as a OnPoint Director.
  • The ability to evaluate all subjects in an objective manner and support the will of the majority.


The Nominating Committee assembles a slate of candidates to be on the ballot at the Annual Meeting. Members who attend the Annual Meeting vote to elect new board members to fill the vacant positions. Members who are not nominated as candidates by the Nominating Committee and want to pursue election to the Board of Directors have the option of obtaining the signatures of at least 50 members to be included on the ballot.
 

Supervisory Committee: The Board of Directors appoints a Supervisory Committee to ensure that the board and OnPoint management abide by OnPoint's written policy and that OnPoint's financial records are accurate. 

Nominating Committee: The Board of Directors appoints a Nominating Committee from the membership at large. The committee assembles a slate of candidates to be on the ballot at the Annual Meeting to fill vacant positions on the Board of Directors.  

Section IV: Diversity

OnPoint recognizes the value of demographic diversity in staff as well as in volunteers, and will strive to bring people of diverse backgrounds and experiences into leadership and other roles at the credit union.

This recognition reflects a strong commitment to OnPoint's core values: service, teamwork, integrity, diversity, professionalism and a commitment to our community.


Section V: Commitment to the Credit Union Movement and other Cooperative Activities

OnPoint will work to build and strengthen our unique credit union movement by providing financial and in-kind resources to others within the credit union community, and by actively advocating the credit union difference at all levels of government and in other appropriate public forums. In addition, OnPoint will participate in local, state and national cooperative activities as appropriate, and will strive to build and strengthen relationships with other sectors of the national cooperative movement.

Participation in Events

  • Governmental Affairs Conference, Washington, DC – Credit union board members, management and staff attend an annual national conference featuring discussions on legislative issues and other credit union industry issues.
  • Credit Union Day at the Capitol, Salem, OR– Credit union board members, management and staff spend a day at the State Capitol meeting with Oregon legislators to lobby in support of credit union issues and to help educate our representatives about the benefits of credit unions.
  • Week-long celebration of International Credit Union Day – International celebration of people helping people - not for profit, not for charity, but for service


Financial Contributions

  • Hacienda Community Credit Union - Served as mentor to Hacienda Community Credit Union prior to their growth and merger into a larger credit union. The success of Hacienda Community Credit Union reflects OnPoint's commitment to Portland's low-income Latino families who lack access to conventional financial services. Amount: $150,000. Donated resources: Employee training; payroll; data processing; accounting services; office furniture and equipment; construction services; and an office alarm system.
  • Political Action Committee (PAC) - True to the nature of credit unions worldwide, OnPoint is committed to helping further the cause of financial cooperatives. OnPoint contributes to political action committees on a federal and state level. Locally, OnPoint participates on a state level by contributing to the Credit Union Legislative Action Fund, Oregon's credit union PAC. In 2003 OnPoint was recognized by the Credit Union Association of Oregon for our continued dedication and support for Political and Legislative Advocacy.
  • Credit Union House on Capitol Hill – OnPoint provides support to the Credit Union House on Capitol Hill, a facility located close to the U.S Capitol in Washington D.C. The facility represents all credit unions past, present and future in the nation's capital. Credit union supporters use the facility to meet with lawmakers, discuss strategies and share feedback during critical legislative times. It is also used as a place to conduct award ceremonies, hold press conferences, and host receptions for Senate and Congressional leaders.
  • Filene Institute – OnPoint offers support of the Filene Institute, a nonprofit research organization committed to facilitating scholarly research on topics such as field of membership, bankruptcy and member service issues facing credit unions.
  • Lewis & Clark Bicentennial Exhibit - OnPoint made a donation to the Oregon Historical Society's Lewis & Clark Bicentennial Commemoration, which brought the Lewis & Clark National Bicentennial Exhibition to Portland---one of only five cities on its national tour.

  • Participation in State Governmental Affairs Committee.
  • Staff member dedicated to monitor governmental affairs.
  • Member of Credit Union Association of Oregon (CUAO).
  • Member of Credit Union Executive Society (CUES).
  • Participation with other credit unions on joint efforts such as: loan participation, membership in the Northwest Corporate Credit Union.
  • Education Assistance/Tuition Reimbursement available to employees to enhance the employee's ability to perform current job responsibilities and to prepare for future opportunities within the credit union industry.



Section VI: Public Service / Corporate Citizenship

Through direct financial support or other in-kind contributions to worthwhile local organizations, and by participating in public service activities, OnPoint strives to be an active partner in our community. We recognize that practicing good Corporate Citizenship supports the Credit Union Philosophy of People Helping People; furthermore, it will help raise the overall level of social and economic well being of those in our community, help to strengthen ties within the community, and better position us to reach out and serve - as only credit unions can - those people in greatest need of affordable financial services.   Community/Field of Membership groups currently receiving financial or other in-kind support (including the support given) and current public service activities:

Partnerships

  • Homeroom™ Home Loan Program – OnPoint and Portland Public School District joined together to develop the Homeroom™ Home Loan Program. This pilot program is for teachers and administrators who have been with the school district for fewer than five years. Features of the program include: no down payment necessary, no mortgage insurance required, favorable interest rates and loans up to $300,000.
  • Education Foundation donations – OnPoint has partnered with several school district and college educational foundations to help increase funding. Beaverton School District Education Foundation, Reynolds School District Education Foundation, Amity Education Foundation, The Christie School, David Douglas Education Foundation, Education Foundation of Forest Grove, Linfield Annual Fund, Oregon Trail Community Contributions Fund, Parkrose School District Foundation, Portland Community College Foundation, Mt. Hood Community College District Foundation, Gresham-Barlow School District Foundation, and McMinnville School District Foundation receive $5.00 for every employee within the district who signs up for direct deposit of their paycheck to a OnPoint account. The agreements allow the districts to see OnPoint as a partner and to provide educators the resources and tools they need.


Volunteers/Sponsorship Donations

  • Community Relations - OnPoint created an employee Community Relations Committee to direct a Community Relations Plan for our donations and participation. The mission of the plan is to help empower people to improve the quality of their lives. To date over $100,000 has been contributed to 70 local agencies through the plan.
  • Classroom Law Project Golf Tournament - Sponsorship of the Classroom Law Project Golf Tournament, which supports programs for kindergarten through high school students and their teacher to make civics "come alive" in their classrooms.
  • Kidney Kids - Sponsorship of Kidney Kids through the National Kidney Foundation of Oregon and Washington (NKF-ORWA). Support of hour-long shopping spree helps children whose lives are directly affected by kidney disease.
  • Everybody Reads - Sponsorship of Everybody Reads, a project of Multnomah County Library designed to create a community wide discussion on one great book.
  • United Way - Employees participate in fund raising, including the opportunity to set up a direct deposit from employee's paychecks to United Way.
  • CU for Kids - Each year, OnPoint makes a per member donation to CU for Kids and raises other money through coin drives, the sale of raffle tickets, auction donations. OnPoint employees also raise funds annually through the purchase of "Casual Dress Day" stickers.
  • Regional Spelling Bee - For the second year in a row, OnPoint has been a sponsor of the PortlandTribune/Comcast Regional Spelling Bee. Portland middle school students competed for a spot at the Scripps National Spelling Bee in Washington, D.C.
  • Oregon Business Magazine's 100 Best Companies To Work For in Oregon - OnPoint is a Major Sponsor of Oregon Business Magazine's 100 Best Companies To Work For in Oregon.


Special Projects

  • De La Salle North Catholic High School - As a corporate sponsor OnPoint provides nine Intern positions to students participating in Portland's De La Salle North Catholic High School Corporate Internship Program. This work-study program allows students from an inner city area to gain experience in the professional world while earning 70% of their tuition to a college preparatory school.
  • Oregon Retired Educators – OnPoint provides funds to the Oregon Retired Educators to cover printing costs of their directory.
  • Oregon Professional Educators Fair – OnPoint annually donates a substantial amount of pens and notepads to the Fair held by the Oregon Professional Educators.
  • Portland Housing Center – OnPoint has partnered with the Portland Housing Center to provide financial education and home-buying education to low- and middle-income families. OnPoint donates funds in support of PHC's operations and sponsors twice-yearly First Time Home Buyers Forums where members (and the general public) can meet with representatives of all aspects of the home-buying field.
  • OnPoint was named one of the Portland Metro area's Best Lenders by the National Community Reinvestment Coalition in their America's Best and Worst Lenders: a Consumers' Guide to Lending in 25 Metropolitan Areas.
  • Hacienda Community Credit Union - Served as mentor to Hacienda Community Credit Union prior to their growth and merger into a larger credit union.   • Employee Volunteerism – OnPoint employees are given opportunities to participate in the community. Reports on volunteer activities of OnPoint employees appear in articles in The InCider, OnPoint's employee newsletter.
  • Environmental Concern – OnPoint sponsors a Tri-Met bus subsidy program for interested employees, helping to keep extra cars off the road. 


Summary

This Statement of Commitment to Members is consistent with our credit union principles of "Not for Profit, Not for Charity, but for Service." OnPoint will uphold our fundamental responsibility to actively serve people within our field of membership, and will continue to take an active role in our community while practicing the credit union philosophy of "People Helping People." Like our commitment to our members, this document is not static. It will be reviewed and updated as our commitment continues.
